♥ Book Title : Crime-terror Alliances and the State
☯ Full Synopsis : "This new book by Lyubov Mincheva and Ted Gurr examines the political economy of transborder violence on the European Periphery that poses grave threats to domestic and international security in Europe and elsewhere. The units of analysis are unholy alliances, i.e. hybrid transborder militant and criminal networks, which have been active in the 1990s and the first decade of the 2000s. The concept of Unholy Alliances is extended to also include the trans-state criminal syndicates that arise in failed and dysfunctional states, or operate within the global illicit economy. It also addresses the question of what reigns supreme in securing the militants' long term success: money; or social endowment, including strong identity networks"Article| Lyubov Grigorova Mincheva| Statement ..."
♥ Book Title : Counter-Terrorism and the Use of Force in International Law
☯ Full Synopsis : "In this paper, Michael Schmitt explores the legality of the attacks against Al Qaeda and the Taliban under the "jus ad bellum," that component of international law that governs when a State may resort to force as an instrument of national policy. Although States have conducted military counterterrorist operations in the past, the scale and scope of Operation Enduring Freedom may signal a sea change in strategies to defend against terrorism. This paper explores the normative limit on counterterrorist operations. Specifically, under what circumstances can a victim State react forcibly to an act of terrorism? Against whom? When? With what degree of severity? And for how long? The author contends that the attacks against Al Qaeda were legitimate exercises of the rights of individual and collective defense. They were necessary and proportional, and once the Taliban refused to comply with U.S. and United Nations demands to turn over the terrorists located in Afghanistan, it was legally appropriate for coalition forces to enter the country for the purpose of ending the ongoing Al Qaeda terrorist campaign. However, the attacks on the Taliban were less well grounded in traditional understandings of international law. Although the Taliban were clearly in violation of their legal obligation not to allow their territory to be used as a terrorist sanctuary, the author suggests that the degree and nature of the relationship between the Taliban and Al Qaeda may not have been such that the September 11 attacks could be attributed to the Taliban, thereby disallowing strikes against them in self-defense under traditional understandings of international law. Were the attacks, therefore, illegal? Not necessarily. Over the past half-century the international community's understanding of the international law governing the use of force by States has been continuously evolving. The author presents criteria likely to drive future assessments of the legality of counterterrorist operatio7."Article| no defined| Statement ..."

♥ Book Title : The European Union's Approach to Conflict Resolution
☯ Full Synopsis : "This book investigates and explains the European Union's approach to conflict resolution in three countries of the Western Balkans: Bosnia and Herzegovina, Macedonia and Kosovo. In doing so, it critically interrogates claims that the EU acts as an agent of conflict transformation in its engagement with conflict-affected states. The book argues, contrary to the assumptions of much of the existing literature, that rather than seeking the transformation of conflicts, the EU pursues a more conservative strategy based on the regulation of conflict through the promotion of institutional mechanisms such as consociational power sharing and decentralisation. Drawing on discourse analysis of documents, speeches, and interviews conducted by the author with European Union officials and policy-makers in Brussels and the case-study countries, the book offers a theoretically grounded, methodologically rigorous and empirically detailed analysis of EU policy preferences, of the ideas that underpin them, and of how those preferences are legitimised. This book will be of key interest to scholars, students and practitioners interested in ethnic conflict and conflict resolution, the politics of the Balkans, and the external and foreign policies of the EU."Article| Laurence Cooley| Statement ..."

♥ Book Title : EU Security and Defence
☯ Full Synopsis : "This fifth volume of Core documents lists the European Union's decisions and actions in the field of security and defence taken during 2004. Texts concerning ESDP are collected in the first part of this volume: they include in particular the establishment of the European Defence Agency, the decisions on battle groups and the European gendarmerie, the launch of the EUJUST operations in Georgia and Althea in Bosnia and Herzegovina, the 2010 Headline Goal and the substantial development of the civilian aspect of crisis management. However, the first part also deals at length with the fight against terrorism, the Union b2ss relations with Iran, the Middle East, Iraq and Africa, and the various Commission initiatives relating to financing of research and restructuring of the arms market. The second part of this work is devoted solely to the Constitutional Treaty; it includes all of the sections relevant to defence, but also to foreign and security policy in the broader sense. As for the title of the work itself, it reflects the joint decision to hold all future European Council meetings in Brussels; the capitals of the countries holding the presidency are therefore no longer mentioned on the cover of this collection."Article| no defined| Statement ..."
