♥ Book Title : Good Governance and the European Union
☯ Full Synopsis : "The White Paper of the Commission on European Governance focussed attention on the notion of good governance in the European Union. One of the possible criticisms on this White Paper is that it does not define the concept in any meaningful way. At the same time the Commission seems to try to re-invent the wheel without taking experiences from national and international legal systems into account. This book will approach the notion of good governance from three different angles. First it establishes whether it is a meaningful notion at all by taking a closer look at the parameters of good governance. What do we mean by the concept and is it appropriate to apply it in the current discussion on EU governance? What contribution is made in terms of deepening the discussion on each of the substantive criteria it enumerates? And, last but not least, what can we learn from the application of the concept in the national and international legal orders? Secondly, the authors look at the institutional translation of the criteria of good governance. Does the concept contribute to our thinking on issues such as the institutional balance and and the horizontal and vertical delegation of powers as well as an (extra-) institutional role for civil society and for national actors? In other words: in what way could or should the notion of good governance help shape the future institutional configuration of the Union. In a third dimension, the concept may be analysed in relation to a number of substantive issues. Does the concept play a role in foreign, security and defence policy, in police and judicial cooperation or in economic or environmental law? And if so, how is it taken into account in these areas?"Article| Deirdre Curtin| Statement ..."

☯ Full Synopsis : "The central role that good, effective and capable governance plays in the economic and social development of a country is now widely recognised. Utilising comparative material, the book seeks to draw lessons, both positive and negative, about the problems of constitutionalism in the region and, in doing so, critically addresses the legal issues involved in seeking to make constitutions 'work' in practice."Article| John Hatchard| Statement ..."

♥ Book Title : Does "good Government" Draw Foreign Capital?
☯ Full Synopsis : "China is now the world's largest destination of foreign direct investment (FDI), despite assessments highlighting its institutional deficiencies. But this FDI inflow corresponds closely to predicted FDI flows into China from a model that predicts FDI inflow based on government quality indicators and controls and is estimated across a sample of other weak-institution countries. The only real discrepancy is that, if government quality is measured by constraints on executive power, China receives somewhat more FDI than the model predicts. This might reflect an underestimation of the strength of these constraints in China, a unique institutional setting for FDI operations, FDI based on expected future institutional improvements, or a unique Chinese model of development. The authors conclude that Ockham's razor disfavors the last. They also note that FDI may be elevated because Chinese institutions protect foreign firms better than domestic ones."Article| no defined| Statement ..."
♥ Book Title : Good government
☯ Full Synopsis : "This report draws on and consolidates the Committee's work over the past decade in order to identify enduring principles of good government. It also applies these principles to set out proposals for reforming British government. The report concludes that many aspects of Britain's governing structures and principles work well, despite opinions to the contrary that are sometimes expressed. PASC also finds, however, that there are significant features of Britain's political system that inhibit good government. In particular, PASC concludes there are too many ministers and a political culture too focused on responding to media demands. This has resulted in an excessive number of initiatives being launched and laws being introduced, which in turn reduces government's ability to decide and follow a clear and consistent direction. PASC urges government to place less emphasis on responding to short-term political pressures and instead urges a stronger focus on ensuring good basic administration in government. PASC's conclusions about government in Britain are based on five requirements that it has identified as prerequisites for good government: (1) Good people: the need to recruit and cultivate people with the right skills and abilities to undertake the work of government effectively; (2) Good process: appropriate structures, systems and procedures in place to develop and implement policies successfully; (3) Good accountability: adequate arrangements for holding both elected and appointed officials to account for their decisions and actions; (4) Good performance: effective performance assessment to identify how well government is meeting its objectives and where it could improve; (5) Good standards: high ethical standards exhibited by people in public life, underpinned by robust ethical regulation and strong ethical leadership."Article| Great Britain: Parliament: House of Commons: Public Administration Select Committee| Statement ..."
